David Scotten

David ScottenA chartered quantity surveyor with the skills and expertise to deliver value-added
cost and project management advice. After spending his early years as a
contractor’s QS he moved into more client side roles with Cyril Sweett and
Gardiner & Theobald, where he led cost and project management commissions
on multi-million pound projects. Over the last two years, he has led SNA’s
sub-consultancy to EC Harris on the billion pound Heathrow Airport, Eastern
Campus Programme.

David is also a member of the Association for Project Management (MAPM),
with expertise in safety and risk management, and has responsibility for
SNA’s CDM co-ordinator services.

Jesse Norlay

Jesse NorlayA versatile construction consultant and chartered arbitrator, with the core skills
and expertise to contribute throughout the life cycle of construction projects.
With 25 years experience in the construction industry, Jesse has developed
his professional career into a well-rounded multi-disciplinary consultant. He
is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and member of
the institute’s arbitration panel; a Member of the Royal Institution of Chartered
Surveyors (MRICS); a Member of the Association for Project Management
(MAPM) and a Member of the Society of Construction Law (MSCL).

Jesse holds a Law Society accredited Graduate Diploma in Law (GDL) and in
addition to cost and project management, leads SNA’s delivery of added-value
services including contract advice, claims management and dispute resolution.
